DESCRIPTION | This study-unit will give an overview of financial management. It will introduce the concept of present value and describe how this is used in valuations using investment appraisal methods. Project appraisals and investment strategies and processes will be examined. The application of treasury management and working capital policies will be done in the context of short-term asset management and short- and medium-term finance. Study-unit Aims: The aim of this study-unit is to provide students reading for the BA (Hons) Public Sector Accounting with a thorough knowledge of financial management within the Public Sector. Learning Outcomes: 1. Knowledge & Understanding By the end of the study-unit the student will be able to: - Explain the processes involved in project and contract management applying appropriate techniques to assist in those processes; - Discuss the role of accounting and the management accountant in the decision making process and in investment appraisal; - Identify the benefits and risks to public service organisations of the use of treasury management instruments and techniques; - Describe the various regimes within which treasury management is undertaken in the public services; - Explain issues involved in project management; - Describe the contract management process; - Explain the use of and interpret given results for investment appraisal techniques which take account of non-financial factors. 2. Skills By the end of the study-unit the student will be able to: - Interpret and apply policies and techniques for the management of an organisation鈥檚 working capital; - Apply and appraise appropriate techniques for calculating the cost of capital; - Describe and apply project management tools.
