DESCRIPTION | This study-unit builds upon the knowledge on procurement process introduced in ACC1101 in the first year of the course. The unit shall focus on the main elements and procedures of the Public Procurement Regulations. The content of the unit explores the functions of the Director of Contracts, the functions and composition of Contracts Committees, the rules governing public contracts, and the different types of contracts. The study unit shall provide details about the tendering procedure (including e-tendering and the submission of appeals). The study-unit shall also refer to EU legislation and other applicable international regulations, for example, on Green procurement. Study-Unit Aims: The aim of this study-unit is to instill in the students the importance of adhering to transparent, non-discriminatory and competitive public procurement procedures. The study-unit also aims to provide to students a practical aspect of the underlying legislation and structures. Learning Outcomes: 1. Knowledge & Understanding: By the end of the study-unit the student will be able to: - Describe the rules and legislation applicable to public procurement; - Explain what the underlying rules and legislation seek to achieve; - Outline the various steps in the tendering process and review procedures. 2. Skills: By the end of the study-unit the student will be able to: - Deal with the various institutions involved in the public procurement process; - Provide advice to colleagues and superiors regarding best practice; - Navigate through the E-Procurement website of the Department of Contracts.
