| DESCRIPTION | This study-unit describes the concept and practice of internal audit and internal control frameworks, and the objectives of Financial and Compliance (F&C) Public Sector Audits. The content makes a distinction between F&C Auditing and Value for Money/Performance Auditing, and the different types of risks that exist in the Public Sector. The risk management process is described, including identification, analysis, assessment, implementation and review. The content of the study-unit also examines the role of insurance in the identification, management and reduction of risk in public service organisations. The study-unit analyses the causes and implications of public borrowing and debts, and evaluates all forms of internal and external revenue and capital financing of the public services, including consideration of comparative risk. Furthermore, the study-unit explains direct and indirect taxes; the distinction between employment and self-employment; and the jurisdiction to tax in Malta. The content includes consolidated Financial Statements and National Accounting. This would entail a synthesis of financial accounting, economics and statistics, in order to discuss the symbiosis of fiscal rules and financial performance (that is, the link between fiscal rules, budgets and financial reports). The study unit describes the EPSAS current development. Study-unit Aims: The aim of this study-unit is to provide students with a knowledge of both internal and external audit systems within the Public Sector; an understanding of risk management and its importance with particular reference to the Public Sector; and the basic principles of taxation. This study-unit also aims to consolidate the knowledge of the students on IPSAS/IFRS applicable in the preparation of financial statements, and provide a platform for further research on the interaction of financial accounting concepts used in financial reporting and economic concepts used in statistical reporting and national accounting. Particular reference is made to the development of the EPSAS for EU member states. Learning Outcomes: 1. Knowledge & Understanding: By the end of the study-unit the student will be able to: - Distinguish between the Internal and External Auditor of Government; - Discuss the risk to organisations in relation to differing courses of action; - Explain the history and functions of taxation; - Distinguish between micro and macro level reporting, and discuss the implications and relationships of both types of reporting. 2. Skills: By the end of the study-unit the student will be able to: - Apply the various techniques and methodologies used in auditing; - Identify and analyse risk management strategies; - Analyse the main classes of public expenditure and public revenue, their differing characteristics and their interaction with public policy-making; - Identify the causes and implications of public borrowing and debt, their significance in the management of the economy, and their influences in the workings and regulation of the financial markets; - Evaluate the sources of public and private finance, and of the Maltese Government, and European financial assistance available to public service organizations; - Interpret and apply IPSAS/IFRS relating to associates, joint ventures and consolidations.
