DESCRIPTION Professional public officers need a good understanding of economic principles and the ability to apply economic conceptual frameworks to interpret, align and change the direction of the political economy. This study -unit focuses on a set of economic policies that are of direct relevance to the national public administration, including:

- Sustainable Economic Development with a focus focus on the structural determinants of long-term growth and productivity considerations;
- Financing Economic Development that embraces an evaluation of monetary conditions, the role of credit institutions, the role of the central bank and international investment opportunities;
- Business Cycles which will looked at from a Keynesian perspective at the ups and downs of the Maltese economy;
- Counter Cyclical Policy whose focus will cover the role that monetary, fiscal and exchange rate policies have played in mitigating the effects of business cycles throughout the last four decades;
- Public Finances entailing an analysis of the sustainability of public finances in Malta over the last fifteen years, delving into the role that fiscal rules, fiscal institutions and medium term budgetary frameworks;
- Financial Stability which is to be analysed from the perspective of the institutions which supervise and regulate financial conditions and operations in Malta, the prudential policy tools and the evolution of the regulatory and supervisory infrastructure in the EU in the aftermath of the Euro crisis.

Study-Unit Aims:

The aim of this study-unit is to introduce prospective policy makers and public officers to the concept of sustainable economic development, business cycles dynamics, the role of monetary policy, fiscal policy, exchange rate policy, productivity, inflation and unemployment, the sustainability of public finances and financial stability.

Learning Outcomes:

1. Knowledge & Understanding
By the end of the study-unit the student will be able to:

- Recognise the relationship between economic theory and economic development;
- Analyse implications of macroeconomic theory within the Maltese economic context;
- Assess the contribution of fiscal Policy and fiscal institutions to Malta’s economic development.

2. Skills
By the end of the study-unit the student will be able to:

- Compute measurement of economic growth;
- Assess whether proposed new economic policies fit or do not fit Malta's economic scenario;
- Prescribe appropriate economic policies and likely outcomes;
- Identify future trends for Malta's economic development.
