DESCRIPTION This study-unit will deal with the principal laws governing social legislation with emphasis on the Social Security Act of 1987, in the light of the developments that took place since 1921 in the branch of the law.

Reference is also made to the other related Social Legislation such as the Workmen’s Compensation Act of 1929, the Director of Social ¸£ÀûÔÚÏßÃâ·Ñ Act of 1948, the Pension Act of 1948 and the twin enactments of National Insurance and National Assistance of 1956, Reference will be made to the operation of relevant systems, both contributory and non-contributory.

Reference will also be made to the origin of social legislation under the first self-government of 1921-1930 and 1932-1933, and the consolidation of social legislation under the second responsible government of 1947-1958.

Study-unit Aims:

- The study-unit aims to make students aware of a much-neglected area of Maltese Law upon which the whole edifice of the socio financial system of the Maltese Islands rests, from where several people benefit through grands made by the state, whether these are in the nature or contributions or non-contribution grants. Social legislation is one of the subject matters that have been dealt with through parliamentary regulation regularly whilst the social law is annually addressed in the government estimates and the annual budget;
- Social legislation since the introduction of responsible government in 1921, has been back bone and bone of contention of fiscal measures. Undoubtedly it attracts the attention of the entire population through its widespread effect on society.

Learning Outcomes:

1. Knowledge & Understanding
By the end of the study-unit the student will be able to:

(a) Analyse provisions of social legislation obtaining in Malta and identify their contribution to Maltese society;
(b) Analyze, evaluate, study and interpret Maltese social legislation and trace its development over the year;
(c) Give advice of the law that regulates social legislation with particular focus on social security.

2. SkillsM
By the end of the study-unit the student will be able to:

(a) Familiarize themselves with social legislation, particularly social security legislation;
(b) Appraise, assess and research social legislation in Malta;
(c) Apply a case of Maltese courts that has been interpreted social legislation to particular cases.
