DESCRIPTION | This study-unit will address the structure of government and the rule of law and rule-based governance. Government accounting rules, regulations and processes will be examined in detail, together with the underlying financial legislation. Study-unit Aims: The aim of this study-unit is to provide students reading for a Higher Diploma in Public Sector Accounting and Finance with knowledge about the structure of government and the various regulations and legislation that affect the finance function of the Public Sector. Learning Outcomes: 1. Knowledge & Understanding: By the end of the study-unit the student will be able to describe the structure of government and relate this to the principles of good government and key items of legislation. 2. Skills: By the end of the study-unit the student will be able to: - Interpret the rules and legislation and apply them to practical situations. - Analyse real-life scenarios in the context of the relevant rules and legislation. Main Text/s and any supplementary readings: - The Constitution of Malta. - Public Administration Act, 2009. - The Public Management Code. - The Financial Administration and Audit Act, 1962, and the General Financial Regulations, 1966. |
