DESCRIPTION During the past four decades environmental issues have become a key international concern and a growing focus for multi-level governance. Stakeholders such as the states themselves, international institutions, non-governmental organizations, transnational networks and civil society have been involved in raising awareness and in participating in on-going talks and negotiations on regional and global levels.

Providing a review of the emergence of global environmental governance, a theoretical framework, and practical case studies, this study-unit sets out to examine the issues involved, the contribution made by critical players and assesses the implications for international governance and the world. The study-unit will enable students to understand the broad sweep of international policy and legislation related to environmental and climate issues and how this interacts, through multi-level governance, with EU and national policy.

Study-Unit Aims:

- Awareness of the key theories, issues, causes and risks of global environmental degradation;
- Ability to explore relevant theory in view of empirical/scientific evidence. Ability to examine the historical and ideological context in which environmental regimes rose;
- An appreciation of the crucial nature of environmental issues for foreign and national policy actors and the central role of environmental diplomacy in this regard.

Learning Outcomes:

1. Knowledge & Understanding:

By the end of the study-unit the student will be able to:

- Demonstrate broad knowledge of international environmental agreements and the outcome of the world conferences on the environment;
- Examine and 鈥榗lose read鈥 the texts of key environmental agreements and critique them;
- Describe the North-South divide in multilateral environmental processes;
- Debate the importance of environmental issues in relations to global security threats (eg water conflicts and food security);
- Explain how international policy and legislation related to environmental issues interacts, through multi-level governance, with EU and national policy.

2. Skills:

By the end of the study-unit the student will be able to:

- Identify, compare and appraise the main relevant international institutions and agreements;
- Critically analyze the role of non-state actors and the role played by multi-stakeholder discussions;
- Apply an understanding of the difficulties to coordinate efforts and agree on common actions to address global environmental concerns to real-world scenarios;
- Carry out research on the effectiveness of the UN environmental machinery.
