DESCRIPTION This study-unit introduces students to the theory and practice of sustainability with particular reference to the Public Service.

The first part of the study-unit focuses on the theoretical content and context of sustainability by giving an overview of its definition including its four pillars (the environment, the economy, society and culture), its historical development and complexity.

The second part of the study-unit focuses on the actors, institutions and policies within the Public Sector vis-à-vis sustainability. This will be discussed in the light of ethical considerations and policy analysis. The importance of human resources in decision-making processes and sustainability communication will also be delineated.

The third part of the study-unit directs attention on the implementation of sustainability in realms of the Public Sector such as health, transport and tourism amongst others. It will also seek to address methods for improvement and future trends.

Study-unit Aims:

This study-unit aims to:

- Explain the multidisciplinary nature of sustainability;
- Explain how a sustainability strategy can be developed;
- Develop a critical and understanding of key issues and challenges of sustainability;
- Explore the implementation of sustainability issues within a public service institution’s corporate social responsibility.

This study-unit complements other study-units that deal with Law and Public Policy (PAM1006), Decision-Making (PAM1008), Development in Contemporary Societies (PPL2161) and Research Essay (PPL1009). It lays the foundations for Creative and Critical Thinking for Public Officers (IOT3110) and Policy Development (PAM3004).

Learning Outcomes:

1. Knowledge & Understanding
By the end of the study-unit the student will be able to:

- Define sustainable development;
- Identify and describe the four pillars of sustainable development;
- Assess intellectual and experiential core knowledge about sustainability;
- Discuss sustainability within varied contexts;
- Question the applicability of sustainability within particular public service settings.

2. Skills
By the end of the study-unit the student will be able to:

- Recognize and critically evaluate challenges in implementing sustainability within the public service;
- Become an effective communicator by evaluating and implementing appropriate communication strategies for sustainability;
- Organize strategies intended to promote sustainability by impacting behavior, cultural issues and institutional processes within any organization;
- Commit to ethical values of sustainability;
- Evaluate the importance of decision-making.
