DESCRIPTION This study-unit focuses on the reality of Malta’s membership in the European Union, in particular to the various opportunities that are available to access funding from the EU, whilst ascertaining the highest degree of accountability and transparency in the use of EU funding.

This study-unit looks at the various financial assistance made available through EU funding across various policy domains, including: (a) regional and urban development, (b) employment and social inclusion, (c) agriculture and rural development, (d) maritime and fisheries policies, (e) research and innovation, as well as (f) humanitarian aid.

This study-unit will examine both the European and Maltese institutional framework on how to access, use and scrutinize European funding, as well as analysis of both domestic government and EU institutions that are involved in processing European funding.

Public Sector Finance and Accounting Managers need to be properly familiarised and trained on various financial incentives offered by the EU to its Member States. This study-unit addresses this need.

Study-unit Aims:

The major aim of this study-unit is to give students a solid foundation on the various European financing opportunities made available through Malta’s membership in the European Union. Consequently, students are given the opportunity to learn about the institutional framework – both domestic and European – responsible for the access, utilisation and accountability of EU funds.

Furthermore, the study-unit exposes the variety of EU funding opportunities across different policy fields, together with the good governance approach that needs to be continuously secured by Member States in applying and utilising European Funding.

Learning Outcomes:

Knowledge & Understanding
By the end of the study-unit the student will be able to:

- Describe the overall view of the institutional framework of the European Union;
- Explain how the EU budget is managed in partnership with national authorities through a system of ‘shared management’;
- Identify the different Structural and Investment Funding opportunities made available by the EU, namely:

• European Regional Development Fund (ERDF);
• European Social Fund (ESF);
• Cohesion Fund (CF);
• European Agricultural Fund for Rural Development (EAFRD);
• European Maritime and Fisheries Fund (EMFF).

- Explain the implications of other EU forms of funding, including:

• Grants for specific projects in relation to EU policies;
• Contracts issued by EU institutions to buy in services, goods or works needed for their operations.

- Describe the different European Funding schemes, the different domestic and EU based institutions involved and the need of good governance in administering European funding.

2. Skills
By the end of the study-unit the student will be able to:

- Through case studies and practical examples, assess the role of European and National (Maltese) institutions involved in managing European Funding; namely the European Commission, the Court of Auditors, the Planning and Priorities Coordination Division at Member State Level, and MEUSAC (Malta-EU Steering and Action Committee);
- Carry out analyses of the networking and shared funding relationships characterizing domestic projects which are partly financed by EU funds and national funds;
- Critically analyse the application of European Funding for financing domestic projects.
