This research led to an assessment of President Emeritus Guido de Marco’s tenure in comparison to other presidential mandates, in order to determine the result of the diplomatic relations of President Emeritus de Marco during his state visits. The aim of this analysis was to give an understanding of the country’s political agenda in relation to its global status. This research assessed the basis on which Malta must set up its future diplomatic relations in order to promote stability and enhance the Maltese economy. It seeks to identify the main events and the main debates of the period and aims to conclude whether internment and deportation were justified. A number of books and memoirs narrating this episode, as well as a good number of primary sources, journals, and personal interviews were also used as part of the exercise. In concluding the study, the author discusses the political relevance of such events and the continued conflicting debates which surround these actions. So as to achieve this objective, this study sought to determine the causes and reasons as to why, despite the positive rhetoric surrounding PPPs, the number of successful Maltese PPPs remains so small. Furthermore, this study planned to provide an overview of the existing projects and research initiatives vis-à-vis PPPs in Malta, in order to determine the existence or otherwise of a commitment to further increase the number of successful Maltese PPPs. This study reviewed existing literature on the subject. Primary sources were also used to broaden the perspective on contemporary developments in the field. The data gathered from these primary sources was descriptive rather than numerical and, hence, the product of qualitative research paradigms rather than quantitative methods. Through the findings, distinct patterns emerged, resulting in analyses that corresponded to the two objectives of this study; the origin and development of PPPs in Malta and the present and future of PPPs in Malta. This study noted the evolution of PPPs as global phenomena, with many developed and developing countries reaping the benefits they generate in terms of efficiency, cost savings, effectiveness, innovation and more. It is, thus, highly recommended that a contemporary research agenda on the internationalisation of PPPs be evolved. This exercise would allow the adoption of multidisciplinary analytical approaches, together with ideas and practices, which are developing progressively towards efficiently working models of PPPs. Through literature research and comparative analysis, this paper shall analyse the pros and cons of the practical functionality of the forthcoming introduction of the environmental contribution tax or guestnight tax of €0.50c that was announced in the Government’s budget for 2016. Government has decided that an environmental contribution be levied as of 1st April 2016, payable by all tourists above the age of 18 who visit our country. This will be a low rate of 50 Euros cents for each night spent in Malta but capped at a maximum for 5 Euros for each continuous stay. For this purpose discussions will be held with all stakeholders regarding the best implementation of this measure. (Budget Speech, Malta Ministry of Finance, 2016, p25) By comparing the current ECT funds generated and administered in other European countries, this long essay will study ways in which these funds may be adequately administered by the Foundation for Tourism Zones Development and how local councils may apply for such funds. The focus of this long essay is to highlight how the proposed environmental contribution tax may affect the local councils which form part of Malta’s Tourism zones, and how these localities and their residents may ultimately benefit from this proposed environmental contribution through funded projects.
