Abstract: In spite the universities use the rating system of assessing for a quite long time, this issue is still not fully considered. The article is based on the position of insufficient state of knowledge of the multifunctionality of the students rating. The rating helps to reveal the potential of students. It is mentioned that the rating system of assessment is a tool that will improve the quality of training and provide the required level of motivation. During the research, the following methods were used: analysis, synthesis, induction, deduction. As a result, the principles of the rating assessment system were revealed, a definition of the term "Rating" was given, its goals were indicated. As an example of the organization of the rating system of assessment, the Nyzhnii Novhorod State Pedagogical University and its "Regulations on the rating system for assessing the quality of student training" were used. It is noted that the rating includes: current check, midterm and final examinations. Further, all possible conditions under which the student receives points were identified and considered. On the example of the NSPU named after Kozma Minin transferring of the rating points into a five-point grading rating system is presented. Also, the types of violations for which points are discarded, are considered. The study was conducted by a comparative analysis of selected countries of the OECD, the Russian Federation and Brazil on the ratio of Gross Domestic Product per person of the employable population to the proportion of population in the cohort under consideration with higher and secondary vocational education. These indicators of the efficiency of the use of skilled personnel in the economy correlate to the level of institutional environment development. The study shows that an increase in the proportion of the educated population in working age alone does not lead to an adequate or expected increase in GDP. The effect is highly dependent on the level of institutional environment development that imposes on this process the natural limitations expressed in the limited needs of the society in qualified personnel. With the example of countries divided into groups according to efficiency indicator, it is shown that in each group the efficiency of the use of skilled personnel varies. The article gives the examples of countries where there is an imbalance in the number of skilled professionals. This imbalance occurs between the needs of the economy, the actual number and professionals being prepared. The most summarized outcome of the study is the conclusion that GDP growth by raising the educational level of the employed population, is not being addressed by increasing the number of skilled personnel in the economy. The increase in their number is a natural response to the needs of society. Abstract: Introduction of the portfolio into the educational process requires precise regulation, systematization of its structure and content to attract students for filling it. The more students fill in the portfolio, the better becomes the quality of learning process. There were applied analysis, synthesis, induction and deduction for the purpose of studying the subject. The article denotes several definitions of the concept of portfolio. As a result, its essence was determined. The requirements for students have been established to fill it. Based on the “Regulations on the Portfolio of Achievements of Students of Kozma Minin Nizhniy Novgorod State Pedagogical University”, the functions of the portfolio were identified, and their content disclosed. The sections are given that are filled by students as well: educational activities, professional, research, public, cultural and creative, sports. According to our study it is worth to conclude that to improve the quality of education, the portfolio should be based on the principles of continuity, diagnostics, problem orientation, technological traceability criteria, scientific. It should have a clear structure and logical sequence of sections. As we have shown, the portfolio performs many pedagogical functions and has a positive effect on the personality of each student. Abstract: The use of open electronic courses is a relatively new tendency in education and it is not yet fully discovered by researchers. With its introduction a change in the structure of the educational system happens. Therefore, the article studies the specifics of the introduction of online courses, including requirements to them, as well as factors that slow down their active development. Due to it, the following methods of investigation were used as: analysis, synthesis, deduction, induction. As an example, Kozma Minin Nizhny Novgorod State Pedagogical University - Minin University was used. Based on the study of the "Regulations on the use of open courses in the educational activities of Minin University", it was noted, in addition to the functions of the coordination group on open education, that for the trainee at the end of the course, in the case of unsatisfactory result, the possibility of the recalculation is established. This paragraph is used not by every university. In the article we make a conclusion that open courses are a new qualitative step in the development of world education, but online courses would be much more effective as narrow-minded, adult-oriented, and deeply motivated for learning. Taken as the basis of research, Minin University showed that the university is ready for the implementation of online courses.
