Design/Methodology/Approach: The authors highlight the need to create the necessary prerequisites for expanding the business activity of social entrepreneurship through the implementation of scientifically sound and well-formulated state incentive policy Findings: the results of the analysis of the terminological field of social entrepreneurship are presented. Practical Implications: a clear understanding of the economic boundaries of social entrepreneurship will create an adequate legal framework for its functioning and form criteria for referring to it for the possibility of participating in competitive and grant projects to obtain extra funding. Abstract: Purpose: The purpose of the article is to perform an economic and legal analysis of the problem of insolvency (bankruptcy) of business entities in conditions of the COVID-19 pandemic. Design/Methodology/Approach: Utilizing general scientific (systemic, dialectical and sociological) and specific scientific (normative-logical, comparative-legal, technical-legal, legal statistics) methods of researching economic and legal phenomena, the authors analyzed the concept and basic prerequisites for insolvency (bankruptcy) of entrepreneurial structures, the measures for the introduction of a moratorium on the bankruptcy of business entities undertaken by the Governments of Russia and Germany are considered and evaluated. Findings: As a result of the study, the authors concluded that during a pandemic, the risk factor for bankruptcy of business entities significantly increases and it is necessary to take measures to prevent the bankruptcy of business entities. The introduction of a moratorium on the bankruptcy of economic entities served as such measures in Russia and Germany. For these purposes, an appropriate regulatory and legal framework was created, providing for a ban on the introduction of bankruptcy procedures of certain economic entities. Practical Implications: The authors proposed introducing extra measures to prevent the bankruptcy of business entities in Russia in connection with the COVID-19 pandemic. In particular, it was proposed to borrow foreign experience and introduce a moratorium on the obligation to file an application by a debtor - a business entity to declare it a bankrupt, to fix a regulatory moratorium on filing applications to the arbitration court for the recognition of business entities as bankrupt by tax authorities. Originality/Value: State policy to prevent the bankruptcy of business entities in the sectors most affected by the COVID-19 restrictions significantly affects the number of bankruptcies of business entities due to the pandemic. Abstract: Purpose: The goal of the study is to analyze model of government financing for small and medium-sized enterprises (SMEs) in Switzerland in order to apply its advanced experience to improve the system of federal financial support for SMEs in Russia. Design/Methodology/Approach: Brewer and Hunter’s approach was used to carry out an analysis of state financial support. Findings: The findings suggest that the modern system of government financial support for SMEs in Switzerland is flexible and capable of effectively resisting financial crises and changes in global market conditions. Switzerland has one of the most powerful and secure banking systems in the world and modern scientific and educational capabilities based on its world famous universities. These conditions are self-sufficient in the innovative development of the economy, focusing on their own financial resources and the national scientific and educational environment. Practical Implications: The experience of Switzerland can be applied in Russia to develop effective mechanisms for integrating academic and university sciences with public and private commercial industrial partners in order to accelerate the commercialization of scientific research. Such government policy instruments will make it possible to increase the level of state interaction in the sphere of education and science with the business sector, resolve the shortage of qualified specialists and accelerate the process of commercialization of research and development (R&D). Abstract: Purpose: The purpose of the article is to find ways out of the crisis caused by the corona-virus pandemic when implementing national projects based on a comparative analysis of measures taken in different countries. Design/Methodology/Approach: the authors of the study rely on the methods of compara-tive legal studies, interpretation of legal concepts and regulatory legal acts. The authors proceed from the premise that the nature of regulatory goals and problems associated with COVID-19 in different countries also implies the possibility of using solutions that are simi-lar in their content. Findings: The authors conclude that large-scale economic and social projects are being implemented in many countries, while the success of such projects is determined not only and not so much by the amount of financing of the projected activities, but by the creation of an institutional and legal framework. The coronavirus pandemic has significantly slowed down the implementation of national projects in all countries of the world, howev-er, the problems arisen are solved in different countries in different ways. The most common measure to support national projects is extra funding, which could be directed to partici-pating companies or consumers of their products. However, solutions aimed at creating favorable conditions for doing business, as is done, for example, in the UK, deserve the highest praise. Practical Implications: The results could be implemented into the practice of the Russian Federation and other countries in order to resume the implementation of national projects in the context of overcoming the crisis situation caused by the spread of COVID-19. Originality/Value: The main contribution of this article is to conduct a comparative legal analysis of the regulation of national projects and measures to overcome the crisis situa-tion, implemented in Russia, the USA, Great Britain and European countries. 2020-01-01T00:00:00Z
