Education in all its stages was under the control of the University. In those days and the Commissioners hit upon the idea of incorporating the Government Library in Valletta with the educational establishments making up the University of Malta. This idea was not quite new, for Napoleon's Order of the 18th June 1798 had likewise provided for the attachment of the Government Library to the Ecole Centrale that was to replace the University.
