This is to be achieved using government regulation and support tools for sustainable development of tourist activity. The purpose of the article is to improve the existing tools for government regulation of tourist activity in the Russian Federation. The proposed method to investigate the problem is to analyze simplicial complexes of q-connectivity, which has allowed the authors to consider the structure of tools for government regulation of tourist activity and to identify their features and limitations. Because of the research, control elements of the structure of tools for government regulation of tourist activity have been identified, including: regulations to ensure safety of tourists and holidaymakers at resorts, advertising tourism opportunities, transportation of tourist flows, coordination with environmental institutions, and recreational nature management. The research has proved inconsistency of the existing structure of tools for government regulation of tourist activity, and, consequently, the need for its improvement based on sustainable development principles. The article pays special attention to the issues of receiving the real economic (positive) im-pact from the integration through mechanisms promoting a coordinated agrarian policy. The authors substantiate the significance of the cluster approach when creating cross-border units as one of the most effective methods of sustainable development of agricultural produc-tion in rural areas of the EAEC countries. The article proves the viability of creating joint ventures by agricultural producers and determines their basic characteristics. Working on the paper, the authors applied traditional methods of research: dialectical (from general to particular), abstract logical, monographic ones, the method of comparative anal-ysis, and expert assessments. The research findings can be used by the government agencies that work in the field of agro-industrial production and implement targeted complex programs for the development of ag-riculture and regulation of markets of agricultural products, raw materials and food, as well as social development of rural areas. The material presented in the article may be of interest to managers and experts of the agro-industrial complex, scientists, post-graduate students and students exploring the development of international relations and foreign trade. The purpose of this paper is to substantiate theoretical and methodological approaches to the application of foresight technologies as a modern tool for optimizing the system of regional management in the formation of a strategy for sustainable development. The proprietary methodology for enterprise management control system formation is developed. The concept of matrices of analysis and interaction between the functions of the enterprise management is introduced. The matrix of operational control and management, the matrix of strategic control and management, the matrix of integrated control and management are considered by the authors. The concept of enterprise management control is considered herein. The objectives of the management control system in the modern economy are also described. The key role of control in the implementation of the current and strategic objectives of the enterprise management is substantiated. The proposals are formulated to improve the control function at the enterprise with the help of new information technologies. Based on the proprietary methodology of matrix analysis and interaction of objectives and functions of the enterprise management system, the algorithm for the formation of a system of integrated flexible internal control is developed.
