High standards can be achieved not only through the academic and technical development of members of the professions, but also through compliance with a set of ethical standards and values which the profession freely imposes upon itself and its members as a sign of its commitment to society. This document together with any other published documents by the CNM provides a framework for professional accountability and responsibility of nursing and midwifery practice in all domains including clinical, management, education and research. The Code contains a series of statements that taken together promotes good nursing and midwifery practice. These statements put the interests of patients and service users first, are safe and effective, and promotes trust through professionalism. They serve as a reference guide for ethical decisions that arise during practice and inform society about the ethical obligations and professional conduct that is expected from nurses and midwives. The Code also specifies the ethical obligations expected from management, educators and researchers over and above the generic statements. This shortage is usually attributed to poor pay, poor status, and poor working conditions. Comments by politicians, medical staff and members of the public are sometimes made that the quality of the nursing care that is given to patients is sometimes good, but sometimes leaves much to be desired. (Anon, Sunday Times Magazine 1990). This feeling that all is not well with nursing may have been why several visiting consultants have been asked to advise about nursing in Malta.
