| Abstract: | The bulk of the information in this document is not extracted from any comprehensive literature as it does not appear in the official EC documents which the European Documentation Centre receives, but is the result of piecemeal putting together of written material (produced by the relevant _Directorates Generales of the Commission and the programme committees) and to a large extent oral information, obtained through fieldwork and interviews. Special thanks go therefore to all the people who have repeatedly taken time to talk to me and who stood my inquisitive questions: Agnes Borg of the Malta EU-Delegation, Tarcisio Zammit of the EU Directorate of the Ministry of Foreign Affairs, Leslie Agius of the University's International Office, Dorothy Calleja, Bernard Agius and Catherine Saliba of the Malta Export Trade Corporation (METCO), and a number of academics of Malta University who are involved in MedCampus projects, and others. I am particularly grateful to Tarcisio Zammit whose careful scrutiny of the final draft was very helpful.
