Amending the standing orders

Abstract

In the Address by the Acting President on the Opening of Parliament, the intention of Government was intimated to set up a Select Committee to amend the Standing Orders in order to discard traditional procedures and render the work of Parliament more effective'. Due to the many traditions handed down to us by the 鈥淢other of Parliaments鈥� during the long years of Colonial Rule, the Procedure of the House in Malta is mainly founded on that of the House of Commons, subject to variations made to suit local conditions. In order to carry out this task, such a Committee may wish to call for submissions from parties interested in the subject. The bulk of this dissertation takes the form of a number of submissions made by a student of the subject which can be utilised by a Select Committee set up for the purpose of amending the Standing Orders.
