Abstract: It is a well known fact that, historically, in most countries. the first efforts to find a solution to the manifold problems of the handicapped and their families were directed towards the creation of centres offering long-term or permanent residence to people afflicted by mental retardation and/or physical impairments of a severe nature. This sort of social service is known as Residential Care. Experience together with sociological and philosophical developments brought about progressive changes in the care of the handicapped.
