On 2 October 2018, the mayor of Riace, a town in southern Italy, was placed under house arrest - Mimmo Lucano was charged, released and banned from his own town. But this is no ordinary account of a politician caught in abuse of public office. In this presentation I explore the tensions created by the mayor's vision on inward migration and the response of the state. What eventually became known as the Riace Model received admiration worldwide, but was scorned by a political establishment that resented its success. By engaging with contemporary theories of governance and migration, I argue that the Riace Model is a precursor to similar phenomena that are likely to occur in countries where local and national politics come into conflict.

Dr George Vital Zammit is a Senior Lecturer at the Department of Public Policy within the Faculty of Economics, Management and Accountancy (FEMA), University of Malta. He read for Bachelor Degrees in Business and Computing, and Management, and a Masters in Diplomatic Studies. In 2012 he obtained a doctorate in Politics at the University of Sheffield, with a thesis on the international dimension of party groups within the European Parliament. George started his professional career within the recruitment industry, and then joined the Public Service in 2004. He worked at the Ministries of Finance, Foreign Affairs, Education and served as Assistant Director (Cabinet Office) at the Office of the Prime Minister. After joining academia, Dr Zammit served for four years as Head of Department, and for two years, Deputy Dean of FEMA. George has taught various study units related to the political process and has a keen interest in American politics. He was Fulbright Scholar in 2019 at Rutgers University, New Jersey, USA.
