For the past five years, the Institute for Travel, Tourism and Culture together with Malta Tourism Society have been researching a process for the implementation of a tourism strategy and plan at the local level; this process includes the development of community-based tours. These tours are different to the normal sightseeing tour where the emphasis is to see the places; the community-based tour brings the host and visitor together to exchange aspects of culture, history and social anecdotes.
The project has led to three pilot localities being promoted as places where the visitor can experience this socio-cultural interaction: Safi, Mqabba and Kirkop. Community-based tours not only create unique and authentic experiences for the visitor but they also bring new opportunities for the host community to benefit from tourism. 
On 12 June 2017 another three local councils, Lija, Attard and Balzan, agreed that they would work together to develop three individual and diverse community-based tour programmes which would extend this unique and new experience. The mayors of the three localities signed a working document outlining the process and time-frames for the completion of this venture.

The project coordinators are Julian Zarb and Professor George Cassar, both academics at the Institute for Travel, Tourism and Culture within the University of Malta. The operational work is undertaken by a number of intern students from Italy, Spain and Germany, as well as with the collaboration of Mr Joe Abdilla from e-travel solutions.
