Following a meeting with the Minister of Culture of the Republic of Moldova, was unanimously approved by jury members appointed to judge the international architectural design competition for the rehabilitation of the 'Serghei Lunchevici' National Philharmonic Building in Chisinau to chair the evaluation process.
He was proposed by the world-renowned conductor Misha Katz and was endorsed by the Cambridge-educated reputed expert in acoustics Eckhard Kahle, the artistic director and first conductor of the Symphony Orchestra of the National Philharmonic ‘Serghei Lunchevici’ Mihail Agafița, the Secretary of State at the Ministry of Culture of the Republic of Moldova Ion Budeci, and the Moldovan architect Gheorghe Bulat.
Other members of the jury include the former Rector of the Oslo School of Architecture and Design Ole Gustavsen, the Dean of the Faculty of Architecture and Director of its School of Specialisation for Architectural Heritage and Landscape of the University of Genoa Prof. Stefano Francesco Musso, and the President of the Bucharest territorial branch of the Romanian Order of Architects Emil Ivănescu.
Further to being a full-time resident academic at the , , Prof. Bianco lectures at a number of international acknowledged universities. He is also the Ambassador of Malta to the Republic of Moldova and Romania.
