Mgr. Prof. Hector Scerri, Deputy Dean of the Faculty of Theology, has just published the book The Gentle Breeze from the Peripheries. The Evolving Role of Episcopal Conferences (Horizons, Malta 2018).
The work investigates the weight given to the teaching office of bishops' conferences, and its eventual adoption (or not) by the papal magisterium. Two of the leitmotifs of the book are the growing importance of synodality in the Church, and the distinction between affective collegiality and effective collegiality.
The foreword is by Prof. Ladislas Orsy from Georgetown University, USA. Orsy is an internationally-acclaimed canon lawyer and expert on Vatican II.
