An improved and more student-centred Matriculation programme is being proposed to meet the needs of 21st century learners, for whom the future holds major transformations.

The proposed reform is intended  to introduce the following within the two-year programme: 

• Enhancement of Communication and Cultural skills 

• Recognition of Co-curricular activities (optional)

The proposed reform would consider  and award grade points to co-curricular activities including social engagement and enterprise which can take place during or after school hours.

• Consolidation of knowledge and proficiency in a foreign language

Currently, students are expected to have one language as part of their Matriculation Certificate. In line with the Council of the European Union recommendation (2019) on ‘a comprehensive approach to the teaching and learning of languages’, students will be required to study one foreign language at Advanced or Intermediate Level. Hence, the language requirement would change to a ‘foreign language’ requirement.  In addition to the languages already available at Advanced and Intermediate levels,  new syllabi in proficiency in each of the following 4 languages, namely French, German, Italian and Spanish at Intermediate  level will be introduced to allow students a greater choice.

• Talented Athlete scheme

MATSEC would recognize the effort and achievement of talented athletes. Thus this scheme would offer the possibility to replace one of the optional Intermediate Level subjects.

• Assessment

Assessment of all subjects at Intermediate and Advanced Level would feature an end-of-course examination, which is set and marked by MATSEC examiners. School assessment would be introduced in all subjects and contribute to at least 20% of the final grade. School assessment would be set and marked by the school and moderated by MATSEC.

Communications and cultural skills would be assessed through school assessment. Co-curricular activities would be assessed by the school through a reflective journal. This would be awarded either a pass or fail. The Talented Athlete Scheme would require athletes to satisfy criteria set by MATSEC intended to ensure proper engagement in the sporting discipline.
