What is PRIMA?
This programme organises calls to fund Transnational Partnerships across the themes of:
- Management of Water
- Farming Systems
- Agro-Food Value Chain
Projects should focus on the Mediterranean, and go on to highlight and enhance the NEXUS i.e. interdependence of water, energy, food security, ecosystem, and their stakeholders — aiming for sustainable, scalable solutions.
PRIMA Calls 2025
There are 6 calls organised by PRIMA — 3 in Section 1 and 3 in Section 2. Below are the themes, deadlines, and support schemes for University of Malta applicants.

Funding for Section 1 is managed directly by PRIMA. Calls are split by themes, types of actions, and the project's technology readiness level, such that, this programme aims to contribute around EUR 2.7 million for projects with a duration of up to 36 months for the application of Innovation Actions (IAs) at TRL 6-8.
- Water Management: Sustainability of Mediterranean irrigated agriculture through the implementation of the WEFE Nexus approach.
- Farming Systems: Transformative adaptation of Mediterranean dry farming systems using water harvesting techniques to address extreme drought in arid and semi-arid environments.
- Agri-Food Value Chain: Developing cost-effective and sustainable technologies adapted to Mediterranean food systems.

- Water Management: Enhancing policy development through impact-driven water footprint and virtual water concepts in the Mediterranean region.
- Farming Systems: Upscaling agroecology practices at the farm level in the Mediterranean.
- Agri-Food Value Chain: Towards a plant-based alternative protein products transition in the Mediterranean region.

Submission Process for PRIMA Section 2
To submit your full-proposal, both PRIMA and Xjenza Malta must first receive an application as follows:

The project coordinator for any consortium is required to submit their application by 8 July 2025 at 17:00.
The PI for the University of Malta is required to submit a National Application by 8 July 2025 at 23:59.
Funding for Section 2 is managed by PRIMA's national contact point, Xjenza Malta and Maltese entities are eligible to apply for up to EUR 500,000 for projects at TRL 3-8. How to build your consortium for calls under Section 1 and Section 2?
As generally required under Horizon Europe (HE), consortia must include a specific set of countries for eligibility. For this , the rules require 4 legal entities established in at least 3 different countries that are recognised as PRIMA participating countries.

The focus here is the Mediterranean and the 4 legal entities must include at least:
- One partner from an EU Member State or a third country associated with HE.
- Two partners from a third country, or countries, bordering the Mediterranean Sea (MPC): Algeria, Jordan, Israel, Tunisia, Morocco, Lebanon, Egypt, Türkiye.
