How can small island states support businesses with complex EU environmental regulations without overwhelming their limited administrative capacity?

Malta's businesses face growing environmental compliance requirements, from construction waste management to packaging regulations, but often lack access to affordable expertise or clear guidance. For small island jurisdictions, providing individualised support to every business is impossible.

COMPLY is a digital platform that demonstrates one solution: translating regulatory complexity into guided workflows that businesses can navigate themselves, with automated calculations and professional documentation. An AI-powered chatbot trained on the legislation and discussion with stakeholders provides instant answers to regulatory questions in plain language.

The platform is freely available as a public research tool, maintained by the University of Malta with no commercial intent. This ensures accessible regulatory support for all businesses and professionals, ensuring no business or professional is excluded from accessing clear regulatory guidance, as well as any concerned citizen or association.

COMPLY demonstrates a triangulated approach to regulatory innovation: industry expertise (), Academic Research (University of Malta, ISSI LINK ), and regulatory alignment (in consultation with ERA and stakeholders). This collaboration model ensures the platform addresses real business needs while maintaining regulatory accuracy and academic rigor.

Current implementation:

Supporting Malta's Construction and Demolition Waste Framework (S.L. 549.161), helping periti and developers prepare pre-demolition audits without spending days interpreting legal text.

The platform architecture and approach can extend to packaging, plastics, and other environmental regulations, demonstrating a replicable model for regulatory compliance support in small jurisdictions.
