Online programmes are those which are delivered predominantly asynchronously, with students being expected to engage with learning materials, recorded lectures, discussion boards, and assessments in a flexible manner without scheduled real-time sessions forming the core mode of delivery.
Proposing new programmes that include elements of distance learning (online or blended)
When proposing new programmes that include elements of distance learning (online or blended), the proposers are required to submit with the Stage 1 Proposal Form, a duly completed Distance Learning Programme Checklist detailed as Appendix D
Study-units forming part of the new programme which involve blended or online modalities need to be sanctioned by the ESDEC, which is a joint sub-committee of the and the . In such instances, Appendix B or Appendix C (as appropriate) of the Distance and E-learning Policy must be submitted together with the study-unit approval form at Stage 2.
Appendix B should be completed when converting up to 25% of an existing face-to-face study-unit to an online modality.
Appendix C should be completed when converting an existing face-to-face study-unit or a blended study-unit to a fully online study-unit. A Sample for an online study-unit Appendix C form can be found here.
Appendix D should be submitted to APQRU along with the Stage 1 Proposal Form when proposing new distance learning programmes.
Converting an existing programme into online or blended mode.
When proposing revised programmes that include elements of distance learning (online or blended), proposers are required to submit a duly completed Distance Learning Programme Checklist detailed as Appendix D alongside the revised documentation to APQRU.
Following submission, Appendix D is then referred to ESDEC in order to determine the feasibility of converting the programme to the online or blended mode. Once the proposed online modalities are endorsed by ESDEC (and subsequently PVC), the proposers will then be required to proceed with converting or creating the individual units which will be offered through online or blended modalities.
Upon submission of the appendices pertaining to the individual units, these are once again forwarded for ESDEC’s consideration. Once these are given the necessary clearances by ESDEC, the individual study-unit approval forms will then be considered by the PVC.

It should be noted that existing part-time evening programmes which include a mix of in-person (at least one evening per week) and remote teaching through the use of Zoom technology (real-time teaching) are considered as PnR offerings (Physical and Remote), and do not need to be sanctioned by ESDEC.
