Prof. Stefano Moncada, Director of the Islands and Small States Institute (ISSI), was invited to address a high level conference as a keynote speaker, organised by the Government of Cabo Verde in collaboration with the governments of Small Island Developing States (SIDS) of the Atlantic, Indian Ocean and South China Sea (AIS) Region, in Praia this May 2025.
In his intervention Prof. Moncada stressed that “SIDS are disproportionately more vulnerable to external shocks, which they have not caused themselves. Even more worryingly they bear higher costs than any other group of countries to future-proof their infrastructure and policies. Those who have worked hard to build their resilience, especially through better governance, are penalised by borrowing at higher interest rates or cannot access concessional funding. This is not acceptable and is something that can and should be fixed.â€
The ongoing work of the ISSI, and its collaboration with the Maltese Ministry for Foreign Affairs and Tourism, was praised and further collaborations with the University of Cabo Verde are being developed.
