The Department of Public Policy, University of Malta formed a partnership between the University of Complutense, Madrid, Spain, and the School of Public Management, Communication, and Tourism, Mirandela in Braganca, (IPB) Portugal (the host country). Together, they organised one of the first blended intensive learning (BIP) programs for the second semester of 2023. BIPs are short, intensive programs that employ innovative teaching and learning methods, including online collaboration.
As part of this collaboration, the three academic institutions developed a new study unit called "Comparative Local Policies" (6ECTS). The study unit aimed to provide students with an in-depth understanding of the policymaking process, including the key actors, tools, and outcomes involved. It offered a comparative analysis of policymaking practices across different fields and countries. By studying the works of leading experts in the field, the Public Policy students gain a comprehensive understanding of the stages of the policy cycle, such as policy development, implementation, and evaluation. This study unit encouraged critical thinking about the complexities of politics, governance, and the factors that shape policy decisions mainly in Malta, Spain, and Portugal.
The program was divided into two parts. From February to May 2023, virtual lectures were delivered by Maltese, Spanish, and Portuguese lecturers for 27 students (from 14 countries and 3 continents) enrolled in these three Universities. Three practitioners from different municipalities were invited to share their experiences. Mr Natalino Attard, Director General, Local Government who also lectures with the Department of Public Policy delivered his presentation. The study unit concluded with an in-person week in Mirandela, Braganca, Portugal, where students and lecturers had the opportunity to meet face-to-face and work together. During this week, students compared local policies in their respective countries and presented their group work for assessment.
Dr Anne Marie Thake, along with Dr Mario Thomas Vassallo and Dr Luke Buhagiar, led and organized this successful blended intensive learning program. Dr Thake and Dr Vassallo accompanied the students to Portugal from 8 – 15 May 2023.
